Wave, Orange Money…: BCEAO changes the rules with a new cap for free transfers

From November 2, 2026, the BCEAO raises the electronic-money balance limit per customer from 2 million to 4 million CFA francs and the monthly top-up limit from 10 million to 15 million. Interoperable transfers must go through the PI-SPI platform; transfers totaling no more than 8,000 CFA francs per user per day will be free, regardless of the number of transactions. Incoming transfers will be free without a value cap, and the BCEAO estimates the threshold covers about 75% of electronic-money transactions. The reform leaves withdrawal fees unresolved and could reduce operators’ revenues.
