Police Fuel Supplies: The Situation Has Been Concerning Since at Least 2022 with a 'Floating Debt' Reported by the Minfi

Since 2022, the Ministry of Finance (Minfi) has included in its budget planning a reconciliation of accounts between the National Refining Company (Sonara) and the General Delegation for National Security (DGSN) concerning a floating debt related to police fuel. In October 2026, a ministerial correspondence reported 4.875 billion FCFA unpaid to cover police fuel consumption, while the Cameroon Petroleum Depot Company (SCDP) announced its stock depletion. The management of this floating debt, planned since 2022, has resurfaced in the state’s medium-term expenditure framework.
