Ugandan President Yoweri Museveni stated he supports the Dangote East Africa Refinery but will not take any stake in it, as Uganda aims to develop its own facility in the Albertine Graben. Museveni was among four African leaders attending the groundbreaking of the $16 billion refinery in Lamu, alongside President William Ruto and Nigerian industrialist Aliko Dangote.
