Jets, 100 Billion CFA Francs, Dismissals…: Why the Serge Ekué Affair Is Shaking the BOAD

Serge Ekué’s six-year term as president of the BOAD ended on August 28, 2026, and West African media report that several WAEMU member states may have reservations about renewing it. Reported concerns include governance, financial management, human resources, strategic priorities, resource-mobilization commissions and the use of financial advisory firms; allegations involving private jets and recruitment have not been independently verified. The BOAD says it approved 935.8 billion CFA francs in financing for 64 projects in 2025, mobilized 1.522 trillion CFA francs in resources and recorded net profit of 42.476 billion CFA francs. No official information consulted confirms that Ekué’s renewal has been rejected, and the outcome remains unclear.

The union also challenges a 531,000 CFA franc container-unloading fee introduced in December 2025, saying it has not received a satisfactory explanation for how the amount was set. The letter also cites an additional 41,000 CFA francs for another transfer and says measures secured through appeals to customs and the transport ministry did not last.
