Senegalese Prime Minister Ahmadou Al Aminou Lô acknowledged a decline in the standard of living for Senegalese citizens during his General Policy Declaration, noting that the growth rate outside hydrocarbons was 2.2% in 2025, while the birth rate approached 3%. He also highlighted the weakness of national savings, estimated at 24% of produced wealth, and announced a principle agreement with the IMF for a $2.2 billion loan. The downgrade of Senegal's sovereign rating by S&P has heightened concerns about the country's financial situation.
