National Education: New Measures on Enrollment Fees and Digital Textbooks

Senegalese Education Minister Moustapha Guirassy announced measures to regulate school textbooks, supplies, and enrollment fees at private schools. Circulars are expected to clarify publishers’ rules, including their right to change an edition every five years, and the ministry plans to communicate about the relevant approvals and contracts. Guirassy also proposed digitizing some textbooks so students can access them on computers. The ministry aims to make uniform and supply practices more transparent and review parents’ concerns about enrollment fees, with an existing decree setting a 10% limit on increases.
