The East African Community (EAC) is experiencing an acute staffing shortage due to budget shortfalls from high default rates by member states, depleting the General Reserve Fund to just $23. Nearly half of temporary workers have been laid off, and retiring employees are not receiving their gratuity. The Council of Ministers, meeting in Arusha in May 2026, reported that 163 of 439 established posts are vacant, with 43 more staff expected to leave by June 2027.
