Siaya, Kilifi and Kajiado Redirected Dispensary Funds to Road Projects - CoB Report

According to the National Government Budget Implementation Review Report by the Office of the Controller of Budget (CoB), Siaya, Kilifi and Kajiado counties in Kenya abandoned planned construction of dispensaries under the Kenya Informal Settlements Redevelopment Programme (KISRP) and redirected funds to road infrastructure projects. The report, dated May 2026 covering the first nine months of the 2025/26 financial year, states that the health projects were halted after the counties revised their priorities in favour of road works. Siaya is overseeing 14 road projects worth Ksh23.6 billion, Kilifi has the Ksh7.5 billion Mtwapa–Kwa Kadzengo–Kilifi road project, and Kajiado is undertaking road opening, grading, and murraming. The Government Projects Reporting Information System (GPRIS) shows KISRP at 11% completion for the three counties.
