Subcontracting: Nearly $20 billion paid to ineligible companies, ARSP director general reveals

ARSP director general Ted Beleshayi Kasanda says nearly $20 billion in the DRC’s mining subcontracting market may have been paid to ineligible companies. Audits covering 14 mining groups, which account for 80 to 90 percent of sector revenue, examined activity from 2020 to 2025 and found that most paid subcontractors lacked the legally required certificate. The ARSP considers 2025 declarations unreliable; those figures claimed Congolese companies received 83 percent of the $3.7 billion in reported contracts. Kasanda said banks have been slow to provide requested statements, preventing the regulator from checking company accounts against an independent source.
