Cotonou adopts its strategic plan 2026-2033 to 'scale up'

On June 26, 2026, the Municipal Council of Cotonou, chaired by Mayor Luc Gnacadja, unanimously adopted the strategic plan 'Cotonou 2026-2033: scaling up.' The document, a flagship of the first 100 days of the term, defines five axes (green, resilient, productive, inclusive, and well-governed metropolis) broken down into seven strategic levers. It follows an administrative reform launched in May 2026 by the mayor, who issued mission letters to technical directors. The 49-member council is dominated by the Union Progressiste le Renouveau against the Bloc Républicain, under a collegial governance agreement.
